2022年12月6日下午，椒江区司法局局长姚宁武、副局长蒋先章、律工科科长施赛眉，区委依法治区办秘书科科长池翔辉莅临利群所开展行政诉讼业务调研工作。利群所主任毛灵见热情接待了姚宁武一行来访，副主任尹朝辉、冯懿律师，合伙人张文中律师，顾航萍律师，政府与公共服务业务部副主任顾奇誌律师及部分实习律师参加了调研。

会上，蒋先章副局长对本次调研的目的和重大意义进行了说明，希望各位律师能在本次会议上做到言无不尽，分享行政诉讼领域的办案经验与心得。

毛灵见主任介绍了利群所在规范化管理和专业化建设、律所人才培养、社会责任承担等方面的基本概况，并重点介绍了利群所在政府与公共服务领域尤其是行政诉讼领域的服务经验与工作成果，希望为本次调研提供有益参考。

随后，政府与公共服务业务部副主任顾奇誌律师就我所行政诉讼业务以及所经办的相应经典案例及办案经验进行了汇报，其他参与律师也纷纷结合各自服务及办案体会发表自己的意见和建议，接连引发讨论热潮。

最后，姚宁武局长指出，律师和律所在政府依法行政过程中起到十分重要的作用，既肯定了利群所在专业化建设方面的工作成果以及法治政府建设中所发挥的作用，对我所律师本次调研中积极发表意见和建议表示感谢，同时，也对利群所提出了三点期望和要求：

一、与时俱进，改革创新。构建符合时代需求的律师事务所，在专业化建设等方面与国际对标，补全短板，促进整个律师行业进一步发展；

二、踔厉奋发，勇毅前行。立足于市律师行业标杆地位的同时，也要坚定直行，把握现有优势，在天时地利人和之下从激烈的市场竞争中脱颖而出；

三、心怀大局，携手共赴法治椒江建设。不止在行政诉讼业务上，在其他方面也要互惠共进，相互分享与借鉴经验与心得，积极践行社会责任，为法治椒江建设贡献利群力量。

In the afternoon of December 6, 2022, Yao Ningwu, the Director of the Jiaojiang District Justice Bureau, Jiang Xianzhang, the Deputy Director, Shi Saimei, the Chief of the Legal Engineering Section, and Chi Xianghui, the Chief of the Secretary Section of the District Office of Governing the District by Law of the District Committee, visited Liqun Institute to carry out research on administrative litigation business. Mao Lingjian, the director of Liqun Institute, warmly received the visit of Yao Ningwu and his delegation. Vice directors Yin Chaohui, lawyers Feng Yi, partners Zhang Wenzhong, lawyers Gu Hangping, deputy director of the Government and Public Service Business Department Gu Qizhi, and some intern lawyers participated in the research.

At the meeting, Deputy Director Jiang Xianzhang explained the purpose and significant significance of this research, hoping that all lawyers can speak up and share their experience and insights in the field of administrative litigation at this meeting.

Director Mao Lingjian introduced the basic overview of Liqun's standardized management and professional construction, talent cultivation in law firms, and social responsibility assumption, and focused on the service experience and work results in the government and public service fields, especially in the administrative litigation field, hoping to provide useful references for this research.

Subsequently, Lawyer Gu Qizhi, Deputy Director of the Government and Public Service Business Department, reported on our administrative litigation business, as well as the corresponding classic cases and case handling experience. Other participating lawyers also expressed their opinions and suggestions based on their respective services and case handling experience, which subsequently sparked a discussion frenzy.

Finally, Director Yao Ningwu pointed out that lawyers and law firms play a very important role in the process of government administration in accordance with the law. They not only acknowledge the achievements of Liqun's professional construction and the role played in the construction of a rule of law government, but also express gratitude to our lawyers for actively expressing opinions and suggestions in this research. At the same time, they also put forward three expectations and requirements for Liqun:

1、 Keep up with the times, reform and innovate. Building a law firm that meets the needs of the times, benchmarking with international standards in professional construction and other aspects, filling in shortcomings, and promoting the further development of the entire legal industry;

2、 Work hard and move forward with determination. While standing on the benchmark position of the city's lawyer industry, we must also firmly go straight, grasp the existing advantages, and stand out from the fierce market competition under the favorable weather, location, and people;

3、 With the overall situation in mind, we will work together to build the rule of law in Jiaojiang. Not only in administrative litigation business, but also in other aspects, we should mutually benefit and progress, share and learn from experience and insights, actively practice social responsibility, and contribute to the construction of the rule of law in Jiaojiang.
