2022年12月3日-4日，第十三届中国破产法论坛在四川省宜宾市举办，本届论坛由中国人民大学法学院、中国人民大学破产法研究中心、中国国际贸易促进委员会法律事务部、北京市破产法学会、四川省高级人民法院、中共宜宾市委政法委员会共同主办，宜宾市法学会、宜宾市中级人民法院协办。

四川省高级人民法院党组书记、院长王树江，宜宾市委书记方存好，中国破产法论坛组委会主任王欣新，四川省高级人民法院副院长刘楠，中国破产法论坛组委会秘书长徐阳光等领导出席开幕式并致辞，最高人民法院审判委员会副部级专职委员刘贵祥线上作大会的主旨演讲。

我所实习律师林秋莹作为作者代表应邀参加本次论坛。

本次论坛继续沿用主论坛-分论坛-主论坛方式，来自全国各地的专家学者就府院联动·营商环境·高质量发展、管理人履职·债权保护·破产监督、破产重整·庭外重组·融资市场、小微企业·资产处置·数智化建设、房企破产·金融机构·跨境破产、执破融合·个人破产·刑民交叉等破产法热点议题进行为期一天半的深入研讨。

我所林秋莹、金冬灵律师撰写的论文《论破产重整的借款融资优先权之金字塔式三层级构建》被收录至本次论坛论文集中。

From December 3 to 4, 2022, the 13th China Bankruptcy Law Forum was held in Yibin City, Sichuan Province. This forum was co sponsored by the Renmin University of China Law School School of Law, the Bankruptcy Law Research Center of Renmin University of China, the Legal Affairs Department of the China Council for the Promotion of International Trade, the Beijing Bankruptcy Law Society, the Sichuan High people's court, and the Political and Law Committee of the CPC Yibin Municipal Committee, and co sponsored by the Yibin Law Society and the Yibin Intermediate people's court.

Wang Shujiang, Secretary of the Party Leadership Group and President of High people's court, Fang Cunhao, Secretary of Yibin Municipal Party Committee, Wang Xinxin, Director of the Organizing Committee of the China Bankruptcy Law Forum, Liu Nan, Vice President of High people's court, Xu Yangguang, Secretary General of the Organizing Committee of the China Bankruptcy Law Forum, and other leaders attended the opening ceremony and delivered speeches. Liu Guixiang, Vice ministerial level full-time member of the Judicial Committee of the Supreme People's Court, delivered a keynote speech online.

My intern lawyer Lin Qiuying was invited to participate in this forum as the author's representative.

This forum continues to use the main forum sub forum main forum approach, with experts and scholars from all over the country discussing the linkage between government institutions, business environment, high-quality development, administrator performance, debt protection, bankruptcy supervision, bankruptcy restructuring, out of court restructuring, financing market, small and micro enterprises, asset disposal, digital construction, real estate bankruptcy, financial institutions, cross-border bankruptcy A one-and-a-half day in-depth discussion was held on the hot topics of bankruptcy law, such as the integration of enforcement and bankruptcy, Personal bankruptcy, and the intersection of criminal and civil law.

The paper written by Lawyers Lin Qiuying and Jin Dongling from our institute, "On the Construction of the Priority of Loan Financing in Bankruptcy Reorganization: A Three Level Tower Structure", has been included in the collection of papers for this forum.

"Experts and scholars from all over the country overcame the obstacles of the epidemic and gathered in Yibin to discuss and exchange the academic and practical frontiers of bankruptcy law at this influential national banquet of bankruptcy law. They gathered their wisdom, promoted their actions through learning, and discussed the future together.

The revision of the Enterprise Bankruptcy Law is imminent. Lawyer Liqun was invited to participate in this China Bankruptcy Law Forum and exchanged ideas with colleagues, resulting in significant profits.
