为进一步深化民营企业法律服务工作，营造良好的法治化营商环境，6月7日上午，椒江区司法护航助企暨律师事务所与街道商（协）会结对签约仪式在利群所一号会议室顺利举行。

椒江区委常委、统战部部长林伟军，副区长鲍赟，统战部副部长、工商联党组书记陈宝国，区工商联副主席程洪军出席会议。椒江区司法局党组书记、局长姚宁武主持会议。

区委统战部副部长、工商联党组书记陈宝国对律师事务所与街道商会结对基本情况作了介绍，并指出在全省民营经济大会、省司法厅出台“千所联千会”的实施方案以及“法助共富、法护平安”的大背景下，司法护航助企工作推进正当时。此次《战略合作框架协议》的签订，可梳理为七方面的工作内涵：

一是完善法律维权服务的工作机构，把商会法律护企服务站得工作开展正常化、常态化。

二是举办法律讲堂、法律培训、座谈交流等活动，通过良好互动走的更近。

三是合作推进法治体检，促进民营企业健康发展和民营企业家健康成长。

四是开展线上和线下相结合的法律服务，提高服务效能。

五是支持行业的依法发展，对重大疑难复杂的问题提供法律服务和法治保障。

六是深化党建的合作交流，促进党建的相互融合。

七是积极参与调解，化解民营企业的相关经济纠纷。

他表示，结对是司法护航助企工作启动的第一步，今后要不断探索，以“我爱椒江”的情怀，“不负椒江”的决心，在展示律师事务所、法律服务所良好形象的同时，切切实实保护好民营企业的合法权益。

六家律师事务所和一家法律服务所与各街道商会签订《战略合作框架协议》、授牌，并由律师代表和商会代表作表态发言。

二是在当前法治国家、法治政府、法治社会一体建设的大背景下，法律服务工作越来越成为企业发展的重中之重，希望商（协）会信赖并用好律师资源。

三是加强信息沟通、人员互通、业务联通，司法局和工商联做好密切的配合和联动工作，积极为律师事务所和商（协）会搭更多的桥、牵更多的线，协调解决推动工作中存在的困难和问题，实现法律服务需求和供给相匹配。

最后，区委常委、统战部部长林伟军提出要求：

一是政府及街道各部门要积极创造好的环境，把这项机制落实并长久运行，双方真正实现紧密结合。

二是在后续工作开展中，商会起到非常重要的中转作用，商会要主动出击，做好各企业尤其是中小微企业的日常联络工作。

三是律师事务所要充分发挥专业水平，加强常态化的风险防范，企业存在哪些薄弱环节要重点关注，频发的法律问题要加强研究。

四是商会要加强宣传，要让企业主动去和律所联系沟通，企业自身要规范，形成工作合力高效推进工作。

Seventh, actively participate in mediation and resolve relevant economic disputes among private enterprises.

Firstly, the government and street departments should actively create a good environment, implement and operate this mechanism for a long time, and truly achieve close integration between the two parties.

Secondly, in the follow-up work, the Chamber of Commerce plays a very important intermediary role. The Chamber of Commerce should take the initiative to do a good job in daily communication with various enterprises, especially small and micro enterprises.

Thirdly, law firms should fully leverage their professional skills, strengthen normalized risk prevention, focus on weak links in enterprises, and strengthen research on frequently occurring legal issues.

Fourthly, the Chamber of Commerce should strengthen publicity, encourage enterprises to proactively communicate with law firms, standardize themselves, and form a collaborative and efficient work force to promote work.

To achieve long-term and sustainable development in the market economy, it is necessary to operate on the track of the rule of law, and the development of cities is also the same, requiring everyone to operate and create together.
