各位党员、同志们：

自2019年9月份党支部换届至今，已经届满。根据《中国共产党章程》《中国共产党基层组织选举工作条例》有关规定，经研究，报中共台州市椒江区委直属机关工作委员会同意，今天我们召开党支部换届选举会议，主要任务是回顾本届党支部工作，并进行换届选举。   

下面，我代表本届党支部作工作报告，请各位党员审议。

利群支部换届以来，认真学习贯彻党的十九大和十九届中央历次全会精神，认真学习贯彻习近平总书记系列重要讲话，坚持围绕中心、服务大局，担当作为、履职尽责，内强素质、外树形象。党支部不断吸收新鲜血液，锻造先锋队伍，实现了党员律师数量及质量的不断提升（现有党员律师29名，发展对象1人，入党积极分子2人）。在全体党员的共同努力下，支部先后被授予“台州市椒江区2019年度基层党建示范点”“浙江省律师行业先进党组织”“台州市律师行业党建工作示范点”“椒江区2019年度五星党组织”、第一批“浙江省‘三强双进’律师事务所党组织”“台州市示范两新组织党组织”等荣誉称号，台州市椒江区律师行业党校挂牌利群所。

一、以“四融合”夯实党建基础，规定动作有力度

党建融合，服务融心。利群党支部积极探索实施“开放、共享、活力”的基层党建服务模式，通过优化整合现有资源，建设“开放式”服务平台，打造“共享式”服务模式，实行“活力式”服务机制，全面提升党建资源统筹能力、阵地服务水平和红色堡垒作用。

1.政治引领抓融合

准确把握加强政治建设的内涵，做到想事情、作决策、抓工作首先要对表。编印《党建工作手册》，把政治责任作为重点，严格落实“一岗双责”,不断增强“四个意识”、坚定“四个自信”，做到“两个维护”，认真执行民主集中制各项规定，严肃党内政治生活，推进党风廉政建设，加强运行监督和风险防控，迄今保持零投诉。

2.学习教育推融合

为确保学习教育的实效，支部明确学习专题及必读书目和篇目，安排研讨交流和集中学习。举行党史学习教育专题学习系列会，邀请共青团台州市委书记陈永兵，台州学院党委副书记金先龙，台州学院党委委员、副校长胡韶光、台州市委党校杨文杰教授等作专题辅导。积极贯彻落实关于律师行业突出问题专项治理部署要求，强化责任担当，压实工作方法，认真组织律师开展学习教育活动。积极抓好“学习强国”平台应用，开展定期通报，使党员律师专注学习蔚然成风。

3.筑基固本强融合

总结探索党建工作的规律，健全完善律所党建和所建工作一起谋划、部署、落实的制度机制，把推进党建所建融合发展作为重点。我所按照“党建促所建，所建巩党建，党建带队建”的思路，推动党建工作与律所发展同频共振、同向发力。

4.文化聚气促融合

充分发挥支部战斗堡垒和党员先锋模范作用，积极打造党建文化阵地及红色书吧，提炼“利群五群工作法”。亮明红色身份，纪念政治生日，组织党员律师走进党性教育基地戚继光纪念馆、中共台属特委旧址、一江山岛烈士陵园及中国工农红军第十三军第二师诞生地等开展主题党日活动，强化党员身份意识、先锋意识和使命意识。

二、以“五群工作法”打造党建品牌，自选动作有深度

利群党支部以“五群工作法”为抓手，紧紧围绕律所的愿景、使命和价值观，充分发挥基层党组织的政治引领和核心枢纽作用，取得了党建工作和律师发展的良好局面。

1.群心党建是利群所不断前进的最强力量

群心，与党同心、不忘初心。习近平总书记说：“中国共产党人的初心和使命就是为中国人民谋幸福，为中华民族谋复兴。”我们坚信，只有悟初心、守初心、践初心，才能把大家的理想与信念汇聚成力量，才能肩负起时代赋予我们的使命，同时实现自身的社会价值。利群所通过构筑红色精神家园，不断深化和落实“党建引领全面发展”的发展指导思想。

我们将党建写入章程，党支部副书记列席主任会议，支部下设三个党小组，4名党员律师进入律所管理层，强健核心引领“主心骨”；编印《党建工作手册》，有效保障党建工作标准化、规范化、流程化；创办利群所刊，开辟党群专栏，实现党建全覆盖。设立党建文化长廊、党群议事厅、党务公开栏、红色书架等，夯实阵地建设基础；在党员律师门牌加注党徽标识，亮明党员身份；过好红色生日，唤醒入党初心。在利群，群心党建是律所不断前进的最强力量。

2.群星党建是利群所永葆朝气的不涸源泉

群星，灿若繁星。党建工作的成效不仅体现在党建本身，还应促进律所各律师在党建过程中得到能力提升。利群党支部选树先进典型，结合“先锋模范岗”抓好党员律师的示范引领，用组织的力量拢聚人心，用标杆的力量激励成长。党支部积极引领律所人才培养建设，律所招聘时，在同等条件下党员优先录用。支部每两周安排业一次务培训，开设利群论坛，组织庭审观摩，开展年度律师实务理论研讨会，举办青年律师演讲赛、辩论赛，选派青年律师到国内外名校进修培训，为青年律师成才提供平台、创造条件。

律所还通过绩效考核制度，奖励优秀，表彰先进，营造创先争优的“大氛围”，多名律师脱颖而出，被授予“全国律师行业优秀共产党员”“全国法律援助工作先进个人”“浙江省优秀青年律师”“台州市优秀律师”“台州市优秀青年律师”等称号，或在辩论赛、演讲赛、论文研讨会中获奖。在利群，群星党建是律所永葆朝气的不涸源泉。

3.群策党建是利群所民主治所的根本保障

群策，出谋划策。律所要有强大的生产力，除了科学合理的分配机制和人才机制，还要辅之以相应的民主制度。我们将党的民主集中制原则引入律所管理，适时开展组织生活、谈心谈话、集体决策等，加强沟通，增进理解，形成了推动支部党建工作、规范律所发展的共识。

我们在律所年中会上设立律所管理面对面环节，律所管理层向党群组织征求意见，共谋律所发展，营造了集思广益、群策群力、人人爱所、人人为所的浓厚氛围。我们在全市律师行业中率先成立青年律师工作部，开展青年律师座谈会，搭建与青年律师沟通交流的平台。组织实习生座谈会，加强了律所对实习生的人文关怀和沟通交流，给予了实习生们一系列建设性意见，也对律所完善实习人员的管理和业务指导工作提供了一定的决策依据。在利群，群策党建是律所民主治所的根本保障。

4.群力党建是利群所团结互助的重要举措

群力，朋心合力。古人云：“众人同心，其利断金。”利群所重组后，面临着如何融合的问题。利群支部用心服务，组织律师参加登山等户外拓展活动，举行趣味运动会，提升大家的归属感；组建球队与台州住建城发联队、台州市司法局球队、台州中永中天会计师事务所等进行篮球联谊赛，以竞技的方式增加情谊与凝聚力。在党建引领下，利群人坦诚沟通，团结和睦，正在为建设最具幸福感的律所而同心并力。在利群，群力党建是律所团结互助的重要举措。

5.群艺党建是利群所文化生活的丰富食粮

群艺，通文达艺。将党建与律所文化宣贯共融，厚植精神内涵，提高价值追求，让律所氛围奋进蓬勃，党员生活文明上进。利群律师多才多艺，尤其是青年律师能文能武。

我们举办利群“首届法律文化节”，传播法律文化和法治理念；我们成立跑马团，塑造强健的体魄；我们举行篮球友谊赛，发扬锐意进取的竞技精神；我们组织插花会，修身养性和陶冶情操；我们开设瑜伽课堂，“瑜”悦身心健康；我们携手旅游团建，拥抱诗和远方；我们提供工作午餐，提升幸福指数；我们设有咖啡吧，增加生活品质；我们每月举行生日会为员工庆生，年终举行迎新晚会，构建多彩文艺。在利群，群艺党建是律所文化生活的丰富食粮。

三、以“四服务”助燃党建发展，多措并举有高度

利群所谨记自身肩负的社会责任，充分发挥律师在防范风险、化解矛盾、维护正常经济秩序和社会秩序中的职能作用，履行社会责任，参与服务地方经济发展及社会治理等工作。

1.服务法治政府建设

多名党员律师担任市委市政府法律顾问、市政府立法专家、市行政复议专业委员会委员、市政府法律服务智囊团成员等职，一名律师担任台州市六届人大代表、市人大监察和司法委员会委员，服务地方立法、参政议政、服务法治政府建设，有效促进了政府依法行政、依法决策能力的提高、提高了政府的法治化水平。

2.服务地方经济发展

台州市服务民营经济发展法律研究基地授牌利群，利群所通过组织开展台州市服务民营经济发展系列讲座、青年企业家交流会、税法专题等讲座，积极发挥律师的专业优势，为打造最佳营商环境、助力企业解困保驾护航。疫情期间，成立跨区域抗疫法律服务志愿团、编印台州市惠企政策汇编，帮助企业一站式了解政策、享受政策，让企业感受到党委政府的温暖。

3.服务公共法律服务体系建设

利群律师积极参与法律援助、普法宣讲、村居法律顾问、律师调解及公益法律服务，7名律师入选台州市重特大刑事法律援助辩护团；参加台州市法律援助中心“法援进高墙”等活动；成立公益法治宣讲团，号召党员积极投身法治建设，送法进村居、进社区、进学校、进企业，组织开展各种形式的普法宣讲活动。此外，利群所还通过向民工子弟学校捐赠课桌椅，疫情期间捐款64200元，向台州团市委“青苗”公益基金和“青创”公益基金捐款两万元等方式，彰显社会责任，拓宽法律服务的渠道。

4.服务社会稳定维护

利群律师积极参与信访接待、参与信访会商、参与扫黑除恶，发挥律师专业优势，积极协助政府信访部门做好群体性上访的疏导工作，为化解矛盾纠纷创造良好法治环境。

四、以“三联动”聚力党建引领，凝心聚力有温度

坚持党建带群建，群建服务党建，党群共建创先争优，是新形势下加强和改进党对工青妇组织的领导，进一步激发工青妇组织生机与活力的重大举措。利群所确立了党工青妇四位一体的运行模式，在党支部的领导下，工会、共青团、妇联三个群团组织积极联动，通过整合资源联学联动，为党的事业凝聚各方广泛群众力量打造更为坚实的共建共享共赢局面。

1.工会联动

积极发挥党建带工建的主导作用和党建、工建的双向互动作用，以党建带动工会组织的思想、活动、队伍等建设，不断增强工会组织的凝聚力和战斗力。椒江区总工会与利群所工会携手共建“椒江区职工学法培训基地”，并积极发挥基地作用，协助省总工会举办“送法进企业”专项法律培训，精准对接职工法律需求，为推动和谐劳动关系凝聚智慧、贡献力量。

2.共青团联动

紧密结合党组织开展创先争优活动的安排部署，学习借鉴党组织开展创先争优活动的思路和方法，扎扎实实地加强团的基层组织建设,活跃团的基层工作。利群团支部积极向上，参加台州市司法局、台州市普法办、台州市律协、仙居县司法局和仙居县普法办联合举办的青年法律人“美好生活、法典同行”活动，充分发挥法律职业共同体在法治宣传工作中的职业优势、专业优势和实践优势；组织开展律所辩论赛、演讲赛、年会等，并号召青年团员加强党史的学习，发扬拼搏奋斗的精神，将建党百年之际作为新的出发点奋勇前进。

3.妇联联动

利群所妇联充分发挥党领导下的妇女群众组织的作用，踊跃参与创先争优活动。“台州市服务妇女儿童民营经济发展法律研究基地”“台州市妇女儿童法律维权服务站”“台州市妇女儿童法律服务中心”、椒江区“伊家和”家庭调解品牌工作室在利群所设立。

各位党员、同志们：

在过去多年加强律师行业党建探索实践基础上，利群所通过“四五四三”工作机制，将党建融入所建，促进党建和所建有机结合，形成当下党建所建比翼齐飞的良好局面。

风正时济，自当破浪扬帆；任重道远，还需策马扬鞭。利群党支部将继续坚持以习近平新时代中国特色社会主义思想为指导，保持“善创新、重实干”的奋进姿态，坚定“克困难，快追赶”的决心信心，全力以赴落实支部各项工作部署，不断创新党建工作的模式，不懈推动党建和业务发展深度融合，在接续奋斗中书写利群党建工作新篇章，以优异成绩迎接党的二十大胜利召开！

Since the change of the Party branch in September 2019, it has expired. In accordance with the relevant provisions of the Constitution of the Chinese Communist Party and the Regulations on Election Work of Grass roots Organizations of the CPC, after study and reported to the Working Committee of the Organizations Directly under the CPC Taizhou Jiaojiang District Committee for approval, today we are holding a general election meeting of the Party branch, the main task of which is to review the work of the current Party branch and conduct the general election.

We have incorporated party building into the constitution, with the deputy secretary of the party branch attending the directors' meeting as a nonvoting delegate. The effectiveness of party building work is not only reflected in the party building itself, but also should promote the ability improvement of lawyers in law firms during the party building process. The Liqun Party branch selects advanced models and combines them with the "Pioneer Model Post" to demonstrate and guide party members and lawyers, gather people's hearts with the power of the organization, and motivate growth with the power of benchmarks. The Party branch actively leads the talent cultivation and construction of law firms, and when law firms recruit, party members are given priority under the same conditions. The branch arranges business training every two weeks, sets up profit forums, organizes court hearings, conducts annual seminars on lawyer practice and theory, holds youth lawyer speech and debate competitions, and selects young lawyers to attend prestigious schools both domestically and internationally for further training, providing a platform and creating conditions for the growth of young lawyers.

Through the performance appraisal system, the law firm also rewards excellence, commends the advanced, and creates a "general atmosphere" for excellence. Many lawyers have stood out, and have been awarded the titles of "Outstanding Communist Party Members in the National Lawyer Industry", "exemplary individual in the National Legal Aid Work", "Outstanding Young Lawyers in Zhejiang Province", "Outstanding Lawyers in Taizhou City", and "Outstanding Young Lawyers in Taizhou City", or won prizes in debate contests, speech contests, and paper seminars. 3. Mass policy and party building are the fundamental guarantee for the democratic governance of the masses

We established a face-to-face section for law firm management at the law firm's annual meeting. The management of the law firm solicited opinions from party and mass organizations to collaborate on the development of the law firm, creating a strong atmosphere of brainstorming, brainstorming, love for the law firm, and action for the law firm. We are the first in the city's lawyer industry to establish a Youth Lawyer Work Department, hold youth lawyer symposiums, and build a platform for communication and exchange with young lawyers. 4. Mass party building is an important measure of unity and mutual assistance among the masses

After the reorganization of the Liqun, they faced the problem of how to integrate. The Liqun branch provides dedicated services, organizes lawyers to participate in outdoor expansion activities such as mountain climbing, holds fun sports events, and enhances everyone's sense of belonging; Establish a basketball team to compete with the Taizhou Housing and Urban Development United Team, the Taizhou Judicial Bureau team, and Taizhou Zhongyong Zhongtian Certified Public Accountants to enhance friendship and cohesion through competitive means.
